Dzielnicowe Biuro Finansów Oświaty – Wola m.st. Warszawy (DBFO Wola, District Office of Education Finance – Wola, Capital City of Warsaw) is a public budgetary unit responsible for financial, accounting, and administrative services for 69 schools and educational institutions located in the Wola district of Warsaw. The scale of operations involves a distributed asset base, multiple user groups, and strict requirements for control, reporting, and compliance. Managing assets across numerous institutions requires consistency, transparency, and reliable access to up-to-date data.
DBFO Wola had been using the desktop version of AMS OPTIest since 2008. While the system supported asset registration for many years, organizational growth and the increasing number of units exposed the limitations of a locally hosted environment.
The main challenges included:
In practice, this resulted in higher administrative workload and reduced operational flexibility.
In September 2025, DBFO Wola decided to migrate to the web-based version of AMS OPTIest in the SaaS model, hosted in the Microsoft Azure cloud environment. At the same time, access to a shared central database was granted to all affiliated institutions – a total of 89 users.
Microsoft Azure provides the infrastructure platform for the SaaS version of AMS OPTIest. The choice of this technology was driven by requirements for system stability, security, and scalability.
Customer benefits of the cloud environment:
Azure delivers a reliable technological backbone that supports business continuity and operational security.
The project included migration of historical data, configuration of the SaaS environment, and enabling system access for all users.
Operational continuity and data integrity were fully preserved. The agreement also includes training services, allowing support to be flexibly adapted to the evolving needs of internal teams.
Migration to the web-based SaaS version of AMS OPTIest delivered measurable operational and organizational improvements.
“The decision to migrate was a step toward a more modern and flexible operating model. We gained a stable environment, easier access to data, and greater user convenience. This solution genuinely supports us in our day-to-day responsibilities.” – Monika Karpińska – Chief Accountant, DBFO Wola
The transition to SaaS was part of a deliberate modernization strategy.
SaaS benefits:
The SaaS model allows the organization to focus on processes and efficiency rather than infrastructure maintenance.
This project demonstrates how a public sector institution can successfully modernize its asset management environment by centralizing processes, simplifying user workflows, and increasing control over data.
The transformation supports the effective operation of 69 educational institutions within a secure, unified, and scalable digital environment.
